Server keeps adding random bots for no reason, I'm tired of /kicking them.

I fix it. For some reason, Bot Balance was turned on.

The problem was that the bots didn't leave. It went like this:
-player joins alpha. Teams are imbalanced,
-bot joins bravo, teams are balanced,
-player joins alpha, teams are imbalanced,
-bot joins bravo, teams are balanced,
and so on.
And, bots can never balance a server.
